PUBLIC COMMENT AND PRESENTATIONS

FISCAL OFFICE REPORT: Nicole Jurgensmier

• Motion by Randles, second by Moore to receive and file the minutes of the January 5th, January 16th and January 23rd meetings. Motion carried 3-0.
• Motion by Moore, second by Randles to approve payments in the amount of $356,890.40 and electronic payments in the amount of $25,543.47. Motion carried 3-0.
• Motion by Randles, second by Moore to transfer $4,688.04 from 2111-220-215-0000 OP&F to 2111-220-230-0000 for additional BWC payment made by Jodi at JCC on December 24, 2025. Motion carried 3-0.  Motion by Moore, second by Randles 2026 GOV DEALS RESOLUTION #04-26: RESOLUTION AUTHORIZING BLOOM TOWNSHIP TO CONDUCT INTERNET AUCTIONS FOR THE SALE OF UNNEEDED, OBSOLETE, OR UNFIT ROAD AND FIRE DISTRICT PERSONAL PROPERTY AND ENTER INTO A CONTRACT WITH GOV DEALS AS AN INTERNET AUCTION PROVIDER FOR THE CALENDAR YEAR 2026. ROLL: Moore: Yes Randles: Yes Smith: Yes Resolution Passed 3-0.

TRUSTEE REPORTS

• Jason Smith - Report on RPC Meeting: Topic discussed was 2 subdivisions for Violet Township.
• Motion by Randles, second by Moore to enter into Executive Session for the purpose of discussing employment. Motion carried 3-0.

ADMINISTRATOR’S REPORT: Anne Cyphert

• Motion by Moore, second by Randles to approve the hiring of Kyle Uhl, at a pay rate of $33.50 per hour in addition to standard benefits package and policies afforded to non- fire employees, and allowance to transfer 4 weeks of vacation from his previous state employer, pending completion of all employment documentation and results from drug test, effective February 17, 2026. Motion carried 3-0.
• Report on Steering Committee Meeting for Land Use Plan: Level 3 Snow Emergency caused it to be cancelled. It will be rescheduled at a later date. She will meet with the planning officials tomorrow to discuss rescheduling the meeting.  Motion by Randles, second by Moore

RESOLUTION #05-26

DECLARING A STRUCTURE UNSAFE, UNINHABITABLE, AND A PUBLIC NUISANCE at 7342 Woodale Drive, PURSUANT TO OHIO REVISED CODE § 505.86. ROLL: Moore: Yes Randles: Yes Smith: Yes Resolution Passed 3-0.

• Motion by Randles, second by Moore Weight Restrictions Resolution #06-26: To Allow Weight Reductions on County and Township Roads for 2026. The Trustees are to provide a list of roads to be sent to the attention of the County Engineer. He will send a copy to the County Commissioners and Deputies, and post them on its website. ROLL: Moore: Yes Randles: Yes Smith: Yes Resolution Passed 3-0.
• Road Dept Mileage for 2026: This year, according to the Fairfield County Engineer’s Office, we have 53.898 miles to maintain. A form of acceptance was given to the Fiscal Office for the trustees to sign.
• Fairfield County Health District Advisory Council Meeting will be held on March 26th at 7pm, Smith to attend.
• 2025 Zoning Report distributed reflecting how many permits were issued compared with previous years.

FIRE CHIEF’S REPORT: Thomas Williams

• Motion by Moore, second by Randles to pay Breathing Air Systems in the amount of $1,372.40 for semiannual PM and repairs. Contacted Trustee Smith and F.O. Jurgensmier prior to meeting. Motion carried 3-0.
• Motion by Randles, second by Moore to pay Midwest Towing in the amount of $1,520.93 for PUC repairs. Contacted Trustee Smith and F.O. Jurgensmier prior to meeting. Motion carried 3-0.
• Motion by Moore, second by Smith to purchase a Precor SCL 835 Stair Climber from Justice Strength and Fitness in the amount of $7,920; this includes shipping and installation. Motion carried 3-0.
• Discussion and motion by Randles, second by Moore to purchase a new Rice Hydro Hose Tester from All American Fire Equipment in the amount of $3,518.30 plus shipping for tester and appliances. Motion carried 3-0.

ROAD DEPARTMENT REPORT: Various Township Officials

• Electrical project is not done yet for the salt barn.
• Salt is ordered.
• Discussion about salt use. The chair adjourned the meeting.
