BLOOM TOWNSHIP BOARD OF TRUSTEES MEETING 03-09-26

CALL TO ORDER

The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, Fire Chief Thomas Williams, and Road Department Supervisor Kyle Uhl. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world. The beginning of the meeting was held at the Road Department Storage Building at 8485 Lithopolis Road NW. Then the meeting continued at our Administrative Office building following the tour of the Road Department Storage Building.

FISCAL OFFICE REPORT: Nicole Jurgensmier

• Motion by Randles, second by Moore to receive and file the minutes of the 3/25/26 meeting. Motion carried 3-0.
• Motion by Moore, second by Randles to approve payments in the amount of $14,211.67 and electronic payments in the amount of $15,085.32. Motion carried 3-0.

ADMINISTRATOR’S REPORT: Anne Cyphert

• Update on Land Use Plan: The Steering Committee meets March 16th. The postcard was developed by Planning Next and will soon be mailed to Township residents to invite them to a public workshop on April 6th.
• Comprehensive Land Use Plan Website: Bloomtownshipcomprehesiveplan.com
• FCOTA Update: Trustees will be needed for set up and clean up. One trustee will be needed to help Anne pick up the food and supplies in Canal Winchester. Chief Williams offered that the firefighters will help with the event. She and the Trustees are very appreciative for the help.
• Competitive Bidding Threshold for Calendar Year 2026: Pursuant to Section 9.17 of the Ohio Revised Code, the Director of the Department of Commerce determined the competitive bidding threshold for Calendar Year 2026 to be $79,568.
• CDL Program: We will be getting this program at Eastland-Fairfield Career Centers. She anticipates this may help us when we recruit seasonal drivers.

FIRE CHIEF’S REPORT: Thomas Williams

• Spectrum Upgrade will be implemented soon at the Fire Department.

ROAD DEPARTMENT SUPERVIOR’S REPORT: Kyle Uhl

• 1037 Chester Way Drive: Kyle spoke to the homeowner and received more information. Anne sent an email to the owner informing him his driveway is encroaching into the right- of-way by several feet.
• 5555 Waterloo: The ditch is too close to the road and is washing berm away. Photos to be reviewed and discussion on how to resolve the issue. The plan is to close the road for a couple of days while the work is happening. He was instructed to seek an opinion from the Fairfield County Engineer’s Office.
• The Road Department employees attended the Engineers Safety Meeting. The topic was pesticide application. Kyle expressed concern no one has a pesticide license in the department. He will pursue getting the proper license and will have it completed by year end, more than likely much before then. The chair adjourned the meeting.
