BLOOM TOWNSHIP BOARD OF TRUSTEES MEETING 03-25-26

CALL TO ORDER

The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, and Road Department Supervisor Kyle Uhl. An interested citizen also attended the meeting. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world.

FISCAL OFFICE REPORT: Nicole Jurgensmier

 Motion by Randles, second by Moore to receive and file the minutes of the 3/9/26 meeting. Motion carried 3-0.  Motion by Moore, second by Randles to approve payments in the amount of $18,088.07 and electronic payments in the amount of $147,255.54. Motion carried 3-0.

TRUSTEE REPORTS

 Carol Moore: Wagnalls Gala: We are invited to purchase tickets for the Wagnalls Annual Fundraiser. Moore and Cyphert will be attending the event.  Jason Smith: Discuss Heidelberg Parking: Disabled vehicles are removed. Smith said we can consider “No Parking” signs on all cul-de-sacs. He will ask an Association member at Collegeview to discuss that in their Association Meeting. Cyphert will be meeting with the Homeowners’ Association as well.

ADMINISTRATOR’S REPORT: Anne Cyphert

 MORPC: Representatives from our Township are invited to a program to discuss transportation, infrastructure, land use, and more in Lockbourne on April 23rd at noon. Let her know if you would like to attend. Bloom Township’s Land Use Plan progress will likely be mentioned at the meeting  Cyphert attended the MORPC State of the Region Address last week in downtown Columbus.  IT Policies: Meeting on April 9th. The meeting is with Sedgwick representing OTARMA. She recommends the Fiscal Officer and she takes part. Cybersecurity is very important for all Townships. Another Township in Franklin County was recently featured in the media because they didn’t have enough security set up and someone stole almost $200,000 from that Township’s bank account.  Data Center Legislation: HB 646 creates a Data Center Study Commission within the Department of Development to study the effects of data centers coming into Ohio. The bill includes an OTA requested amendment to include a Township representative on the Study Commission. The House passed HB 646 by a vote of 97-0. The OTA supports this legislation. HB 646 will now head to the Senate for further consideration.

ROAD DEPARTMENT SUPERVIOR’S REPORT: Kyle Uhl
