BLOOM TOWNSHIP BOARD OF TRUSTEES MEETING 04-08-26

CALL TO ORDER

The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, Fire Chief Thomas Williams, and Road Department Supervisor Kyle Uhl. An interested citizen also attended the meeting. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world.

FISCAL OFFICE REPORT: Nicole Jurgensmier

• Motion by Randles, second by Moore to receive and file the minutes of the 3/25/26 meeting. Motion carried 3-0.
• Motion by Moore, second by Randles to approve payments in the amount of $52,873.44 and electronic payments in the amount of $225,903.24. Motion carried 3-0.

TRUSTEES REPORT

Jason Smith: Report on DAC Meeting and RPC Meeting: $60,924.30 is our payment due to the Fairfield County Health Department with an anticipated 3% increase next year. No quorum at the meeting. He was unable to attend the RPC Meeting. Hocking Township and Greenfield Township have zoning amendments before the commission.

PUBLIC COMMENT

Steve Meadows, 4053 Election House Road in Greenfield Township. He is trying to sell lots in a development in Bloom Township and his sales are down due to no posted speed limit. We explained our jurisdiction over Township roads and explained the process to him.

ADMINISTRATOR’S REPORT: Anne Cyphert

• Update on Land Use Plan: Workshop was held on Monday with numerous residents in attendance. Many questions were answered and valuable input was received. There has been good response from residents who have completed the online survey at bloomtownshipcomprehensiveplan.com.
• Jefferson Road Zoning Violations: Neighbors allege property owner plans to operate a commercial dog kennel business. She has sent a letter to the property owner informing them a Conditional Use Permit would be required prior to operating the business. The property owner also has erected two structures on the property without a permit. She will be pursuing charges against the property owner, if compliance is not made by the end of the month.
• Change in OTA Leadership: OTA informed the Townships that Director Heidi Fought’s employment was terminated. No reason was given.
• Greenfield Township Trustee has asked her for assistance with ideas in hiring a Township Administrator.
• Thank you to every firefighter who helped make the FC OTA and the Workshop Meeting a success.

FIRE DEPARTMENT CHIEF’S REPORT: Thomas Williams

• Motion by Randles, second by Moore to pay Superior Uniforms in the amount of $2,592.60 for uniforms. Motion carried 3-0.
• Motion by Moore, second by Randles to authorize the disposal of Fire Department surplus items; equipment on the list provided by Fire Chief Thomas Williams. Motion carried 3-0. The equipment is worn out, beyond repair, unavailable, or no longer usable and has a value of less than $10,000. The Bloom Township Board of Trustees is authorized to sell, donate (if fair market value is less than $2,500) and/or discard any computer-related technology and all other equipment or furniture as listed on file in the Fiscal Office. Motion carried 3-0.

ROAD DEPARTMENT SUPERVISOR’S REPORT: Kyle Uhl

• Motion by Randles, second by Moore Resolution #07-26: TO REQUEST THE COUNTY ENGINEER’S OFFICE TO COMPLETE A SPEED STUDY OF ASHBROOK ROAD NW WHEREAS, the Bloom Township Board of Trustees desires to study the speed of Ashbrook Road NW until it ends into Lithopolis Winchester Road; NOW THEREFORE BE IT RESOLVED by the Bloom Township Board of Trustees that the Board hereby requests the County Engineer’s Office to complete a speed study on Ashbrook Road NW. ROLL: Moore: Yes Randles: Yes Smith: Yes Resolution Passed 3-0.  Motion by Moore, second by Randles to approve Gov Deals equipment list for auction as presented to the Board of Trustees. Motion carried 3-0.  5610 Ford tractor (1985) with side mount flail mower 2-wheel drive  1998 International 4900 low-pro dump truck with 10 ft Flink plow and salt spreader  Ford F-450 power stroke diesel 200,000 miles (currently not running)  500-gallon tank on frame for pickup truck with spray hose  New 10 ft Flink snowplow (never used)  74-inch Alamo side flail mower with brackets and hydraulic tank  74-inch Alamo rear mount flail mower (currently not used)  Multiple pieces of sandstone various sizes and some broke  Kenmore A/C unit worked when removed  2 older steel type hydraulic salt spreaders that mount on back of dump truck (possible scrap)
• Motion by Randles, second by Moore to approve the purchase of pipe from ADS in the amount of $3,344.40 for pipes on Waterloo Road and Alspach Road. Motion carried 3-0.
• Motion by Moore, second by Randles to approve the purchase of 100 tons of berm from Shelly Company in the amount of $2,715. Motion carried 3-0.
• Motion by Randles, second by Moore to approve up to $10,000 for Mastic Sealing from J&A Construction Inc. for East and West Audubon Road. Motion carried 3-0. The chair adjourned the meeting.
