BLOOM TOWNSHIP BOARD OF TRUSTEES MEETING 04-22-26

CALL TO ORDER

The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, Fire Chief Thomas Williams, and Road Department Supervisor Kyle Uhl. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world.

PUBLIC COMMENT

John Colbert, 1442 Old Carriage Ct, Canal Winchester. Complimented the dedication and hard work of Kyle Uhl and his staff in repairing the ditch by his property. The Trustees thanked Mr. Colbert for coming to the meeting to express his gratitude for Road Supervisor Uhl’s quick response.

FISCAL OFFICE REPORT: Nicole Jurgensmier

• Motion by Randles, second by Smith to receive and file the minutes of the 4/8/26 meeting. Motion carried 3-0.
• Motion by Moore, second by Randles to approve payments in the amount of $15,591.07 and electronic payments in the amount of $151,195.63. Motion carried 3-0.

ADMINISTRATOR’S REPORT: Anne Cyphert

• Update on Land Use Steering Committee Meeting held on 4/20/26: The PowerPoint presentation was very thorough. Committee members offered comments that were mostly supportive. Cyphert sent the presentation to the Trustees on Monday and asked them what their thoughts were. Everyone agreed the Township needs to limit lot sizes to at least 2 acres. Committee members also feel there should be more opportunities for farmers and small businesses.
• Greenfield Township is holding a Public Hearing that would change the zoning parcels on Carroll Cemetery Road from residential to multi-family, very close to Bloom Township. During our discussions in preparing our Land Use Plan, we often hear concerns from residents about multi-family housing due to its impact on our schools. We explain to them that banning multi-family housing is against the Federal Housing Laws. Water and sewer services that may expand to Bloom Township from Greenfield Township or the county is what drives multi-family housing and businesses. While we hear loud and clear that the schools suffer the most, we don’t disagree. But law prevents us from banning it. The proposed project in Greenfield Township is located in close proximity to Bloom Township. At this time, we believe there are no plans to bring multi- family housing to Bloom Township, but there could be a push for it in the future.
• Greenfield Township Zoning Committee is considering a zoning amendment regarding data centers. She presented the proposed Greenfield Township amendment to our Board and asked them to review it and consider it for review by our Zoning Commission.
• Report on meeting with Sedgwich: The risk management consultants used by OTARMA for Cyber Security along with KLA Risk Management Consulting is requiring all employees to have an email address that ends with @bloomtwp.org. A policy for this action will be presented to the Board next month or first part of June. This will be happening within the next 60 days. Township computers are required to be backed up every week. A policy is forthcoming on this as well.
• Kyle Brooks is now the Interim Director for OTA.
• Resolution for “No Parking” Signs in Collegeview Cul-De-Sacs is being drafted by the Prosecutor’s Office after the Collegeview Property Owners Association requested “No Parking” signs in the cul-de-sacs. Kim Adkins and Ed Duckworth contacted her to request on behalf of CAPOA that the signs be erected.
• Zoning complaints between neighbors are picking up. When the complaint process is explained to them, that they are required to fill out an affidavit regarding the alleged violation, they often change their mind. The Prosecutor’s Office recommends the affidavit be completed before formal charges are filed.
• Today is Administrative Professionals Day. We will honor our main office staff in a few weeks.

FIRE DEPARTMENT CHIEF’S REPORT: Thomas Williams

• Motion by Randles, second by Moore to approve payment to Midwest Towing Recovery in the amount of $6,807.78 for PM and repairs to the PUC. The Chair and Fiscal Officer were notified upon receipt of the quote. Motion carried 3-0.

ROAD DEPARTMENT SUPERVISOR’S REPORT: Kyle Uhl

• He will be ordering 265 tons of salt from Cargill not to exceed $20,000.
• Motion by Moore, second by Randles to approve the purchase of 1,000 tons of salt through the ODOT Salt Purchasing Contract for the 2026/2027 Season. Motion carried 3-0. The chair adjourned the meeting.
