BLOOM TOWNSHIP BOARD OF TRUSTEES MEETING 06-10-26

CALL TO ORDER

The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, and Road Department Supervisor Kyle Uhl. Fire Chief Thomas Williams was absent. The Pledge of Allegiance was recited followed by a moment of silence in honor of our military serving around the world.

FISCAL OFFICER REPORT: Nicole Jurgensmier

Motion by Randles, second by Moore to receive and file the minutes of the 5/27/26 meeting. Motion carried 3-0.
Motion by Moore, second by Randles to approve payments in the amount of $8,288.17 and electronic payments in the amount of $5,527.00. Motion carried 3-0.
There was discussion of the 10-year forecast.
Allocations from County Engineer was sent to the Fiscal Officer.

TRUSTEE REPORTS

Carol Moore: Collegeview Recycling Bin: The Collegeview Acres Property Owners Association (CAPOA) requests the recycling bin be removed from the subdivision. We appreciate the many years they hosted the site. If there is any other subdivision in Bloom Township that would like to host it, they should contact Community Action. Cyphert will send out a Savvy Citizen message to inform residents. CAPOA requested it be removed, and the message will provide the names of other sites outside of the township who will accept recyclables. A list of sites can be found at https:www.fairfieldrecycles.org/ and includes sites such as Liberty Center - 951 Liberty Dr, Lancaster; Zeller Park - 8475 Benadum Rd NW, Canal Winchester and Groveport Recreation Center - 7370 Groveport Rd, Groveport.
Motion by Randles, second by Moore to authorize Trustee Moore to provide written notice to Jennifer Kolometz, Director of Lancaster-Fairfield Community Action Agency that the Collegeview Acres Property Owners Association Trustees voted at their 6/3/26 meeting to have the recycle bins removed. Bins are located in the R.O.W. in front of 7698 Oberlin Ct. Motion carried 3-0.
Carol Moore reminded everyone the next County Township Association Meeting will be June 29th at 6pm at the Greenfield Township Fire Station. The deadline to RSVP is June 26th.

ADMINISTRATOR’S REPORT: Anne Cyphert

Land Use Plan Update: Planning First will be presenting the draft of the plan on 8/12/26 at our regular meeting. The Steering Committee will meet on June 22nd.
Discussion regarding issue with burial at Wesley Chapel Cemetery from April 2025: She was contacted by a local funeral home director who said a client is concerned about burial placement from over a year ago. The client was advised to put her concerns in writing and email them to the Township so that we can address them.
Zoning violation citations have been issued via certified mail against the property owner of 9742 Salem Church Rd NW. The owner has set up a thrift store against the Zoning Resolution, as well as failing to obtain permits for structure and signs.
Request for meeting with Fairfield County Economic Development over our Land Use Plan. She would like for her and a Trustee to meet with them to discuss our plan and any future NDA’s, etc. that could be in place.  Motion by Moore, second by Randles Resolution #11-26: To approve the Contract with The Shelly Company for the 2026 Resurfacing Project. WHEREAS, on May 13, 2026, this Board of Bloom Township Trustees awarded the Bid for the 2026 Resurfacing Project to The Shelly Company for $487,804.36, and; WHEREAS, since the Contract Materials are in order and this Contract Agreement has been approved by the Fairfield County Prosecutor, the County Engineer recommends that this Board of Bloom Township Trustees sign this Resolution and the Contract Agreement with The Shelly Company. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF BLOOM TOWNSHIP

TRUSTEES, COUNTY OF FAIRFIELD, STATE OF OHIO

SECTION 1

That this Board of Bloom Township Trustees approves the 2026 Resurfacing Project Contract with The Shelly Company for $487,804.36 by signing the Contract Agreement and this Resolution for this project to proceed.

SECTION 2

That the Fiscal Officer of this Board furnish the County Engineer with the Contract Agreement and Resolution for further processing. ROLL: Moore: Yes Randles: Yes Smith: Yes Resolution Passed 3-0.  Motion by Randles, second by Moore Resolution #12-26: To approve the Notice to Commence for the 2026 Resurfacing Project. WHEREAS, by Resolution on May 13, 2026, this Board of Bloom Township Trustees awarded a Contract to The Shelly Company; 80 Park Drive; Post Office Box 266; Thornville, OH 43076, in the amount of $487,804.36 for the 2026 Resurfacing Project, and; WHEREAS, Section 1311, Ohio Revised Code requires the Public Authority to prepare a Notice of Commencement prior to commencement of performance, and; WHEREAS, the County Engineer is requesting the attached Notice be signed by the Chairman of the Board of Bloom Township Trustees. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF BLOOM TOWNSHIP

TRUSTEES, COUNTY OF FAIRFIELD, STATE OF OHIO

SECTION 1

That this Board of Bloom Township Trustees resolves to, and does hereby, authorize its Chairman to sign the required Notice of Commencement in the matter of the 2026 Resurfacing Project.

SECTION 2

That the Fiscal Officer of this Board furnish the County Engineer with a signed copy of the recorded Resolution for further processing. ROLL: Moore: Yes Randles: Yes Smith: Yes Resolution Passed 3-0.

Contract for resolutions above was signed.
No report from the Fire Chief due to him being out of the office this week.

ROAD DEPARTMENT SUPERVISOR’S REPORT: Kyle Uhl

Waterloo Rd Berming Project: Discussion whether to use part-timers as flaggers or use A&W Safety. Uhl will review availability of part-timers.
Uhl will be out of the office June 26th - July 5th.
Discussion of possible purchase of newer model used dump truck from Licking County. Uhl will check on further details.
Uhl will look into adding another security light with South Central.

EXECUTIVE SESSION

Motion by Moore, second Randles to enter into Executive Session under ORC 121.22 for the purpose of discussing employment, compensation, and retirement. Motion carried 3-0. Following the Executive Session, the chair adjourned the meeting.
