CALL TO ORDER
The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, Fire Chief Thomas Williams, and Road Department Supervisor Kyle Uhl. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world.
FISCAL OFFICE REPORT: Nicole Jurgensmier
- Motion by Randles, second by Moore to receive and file the minutes of the 6/10/26 meeting. Motion carried 3-0.
- Motion by Moore, second by Randles to approve payments in the amount of $81,182.45 and electronic payments in the amount of $379,698.58. Motion carried 3-0.
TRUSTEE REPORTS
- Carol Moore: Recycling Bin Update at Collegeview: Community Action will remove the bins on 6/26/26. A Savvy Citizen alert was sent out explaining the reason they are being removed and providing a website with a list of alternative recycling sites. The Collegeview Acres Property Owners Association provided minutes showing the CAPOA Board voted to have them removed.
ADMINISTRATOR’S REPORT: Anne Cyphert
- Update on Steering Committee Meeting held June 22nd: Draft of the plan was reviewed. It greatly reflects the desires expressed by our residents at public meetings and online surveys. Once the plan is complete, it will be presented to the Trustees. The Board of Trustees will vote on whether to accept or reject the plan at a subsequent meeting.
- Update on Anne’s representation of our Land Use Plan to a group of interested government officials will happen Monday in Newark.
- Violations: 9742 Salem Church Rd NW: Neighbors say business seems to be decreasing, but building still remains in violation of the zoning resolution; 1980 Sitterley Road: It appears a long-term campsite has been set up. A letter was sent to the property owner.
- A letter was distributed to the Trustees regarding a burial complaint from 2025. The matter has been referred to the Fairfield County Prosecutor’s Office.
- Fairfield County Economic Development personnel to present at our August 26th meeting.
- The deadline was met for the Cyber Security Policy. The addendum explaining our plan of execution for the policy passed last September will be in the folder and on file at the Fiscal Office. More Google email addresses will be created. All township business must be communicated through a designated township email address. A Cyber Security training video will need to be viewed by all elected officials and staff annually.
- Our cemetery fees do not include anything for exhumation fees and a reasonable fee must be set. Motion by Randles, second by Moore to set cemetery exhumation fee at $1,500. Motion carried 3-0.
FIRE CHIEF’S REPORT: Thomas Williams
- Motion by Moore, second by Randles to approve payment to Menards in the amount of $2,044.01 for bathroom repairs and vehicle PM items. Motion carried 3-0.
- Motion by Randles, second by Moore to pay Midwest Towing and Recovery LLC in the amount of $1,860 for M552 PM and brakes / shocks. Motion carried 3-0.
- Motion by Moore, second by Randles to accept the quote and order the new power load system for the new medic. Motion carried 3-0. Ordering it now, delays delivery until near the installation date and won’t require payment until next January. This locks in pricing before the increase. He has already budgeted this with the Fiscal Officer for 2027. The total cost is $45,442.73; this includes the service contract for 7 years for $10,281.60.
ROAD DEPT REPORT: Kyle Uhl
- Uhl is considering the possible use of Purple Wave for surplus items to be sold in addition to Gov Deals.
- Randles and Uhl are seeking quotes to repave the Admin Office parking lot. Our policy is to obtain 3 quotes before deciding which company will do the work.
- Motion by Randles, second by Moore to approve the purchase of a 2019 Mack Truck from Licking County Engineer’s Office in the amount of $70,000. Motion carried 3-0. The chair adjourned the meeting.
