CALL TO ORDER
The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, Fire Chief Thomas Williams, and Road Department Supervisor Kyle Uhl. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world.
PUBLIC COMMENT AND PRESENTATIONS
- Terry Gill, Pickerington Road: Presented a letter from a utility company regarding the company possibly running lines through structures on his property. He is concerned the company will use eminent domain to remove his structures and septic system.
- Tom Nutini, 8595 Heather Lake Dr: Concerned about a letter from a utility company about running lines through the area.
FISCAL OFFICE REPORT: Nicole Jurgensmier
- Motion by Randles, second by Moore to receive and file the minutes of the 6/24/26 meeting. Motion carried 3-0.
- Motion by Moore, second by Randles to approve payments in the amount of $80,795.56 and electronic payments in the amount of $218,924.53. Motion carried 3-0.
- Motion by Randles, second by Moore to transfer $9,000 from 2111-220-221-0000 Medical/Hospitalization; $5,000 from 2111-220-311-0000 Accounting & Legal Fees; $7,000 from 2111-220-351-0000 Electricity; $8,000 from 2111-240-323-0911 Repairs & Maintenance (Tornado Siren) totaling $29,000 to 2111-220-323-0066 Repairs & Maintenance (Facilities) to pay for the FD's portion of new septic system at 552. Motion carried 3-0.
TRUSTEE REPORTS
- Carol Moore: June Fairfield County Ohio Township Association Meeting Report: She attended the meeting, about 50 township and county officials attended. The FC OTA chair reminded township officials to attend the RPC meetings.
- Jason Smith: July RPC Meeting: They recommended not approving a zoning map amendment for Walnut Township.
ADMINISTRATOR’S REPORT: Anne Cyphert
- Letter to residents about a Grid Growth Study: A letter was sent by a private company regarding possible electric and gas lines in a part of the Township. She has had several inquiries from local residents who received the letter. She explained it’s not under our Township jurisdiction, but has requested a company representative attend a future meeting to explain what is occurring. She expected them to be at this evening’s meeting, but their schedule prohibited them from attending. She extended the invitation to attend our Aug 12th meeting. She will also invite Boardwalk Company to attend.
- Comprehensive Plan to be presented by Planning Next at the August 12th meeting for the Board to review and consider.
- Recommendation to vote on acceptance, rejection, or modification of the Comprehensive Plan will occur in September. Cyphert cannot attend the September 9th meeting. She recommends we change the meeting. This will be on the next meeting agenda.
- 9742 Salem Church Rd NW Zoning Violation and 1980 Sitterley Rd Violation: The owner at 9742 Salem Church Rd NW is still not cooperating. The owner at 1980 Sitterley Rd is upset that the Township is enforcing its Zoning Resolution after receiving complaints, but appears to be cooperating now.
- Anne met with the Prosecutor’s Office today regarding a cemetery burial issue.
- The Ohio Department of Commerce, Division of Real Estate and Professional Licensing (REPL) is pleased to announce the availability of grant funding in State Fiscal Year (FY) 2027 for eligible applicants to defray the costs of exceptional cemetery maintenance or training cemetery personnel in the maintenance and operation of cemeteries. The deadline to apply is July 31st. This would be a great opportunity for Kyle Uhl. She will check into the grant application process.
- MORPC Salary and Fringe benefits survey is underway. She submitted the survey to the Fiscal Office for completion. It will be submitted back to MORPC.
- She needs Fire Department personnel email titles by the end of the week. Road Department emails will be: Roaddepartment@bloomtwp.org, Roadworker1@bloomtwp.org, Roadworker2@bloomtwp.org, Parttimerroad@bloomtwp.org, parttimeroad2@bloomtwp.org.
ROAD DEPARTMENT REPORT: Kyle Uhl
- Kyle and Brian have been working on obtaining quotes for the Admin Office parking lot.
- Motion by Randles, second by Moore to approve the quote from Heiberger Paving in the amount of $42,161 for the purpose of paving the Administrative Office parking lot. Contingent upon proof of Workers’ Comp and Liability Insurance and contingent upon deleting number 2, 4, 18b and 18f in the contractor’s “PROPOSAL TO OWNER TERMS, PROVISIONS AND CONDITIONS”. Motion carried 3-0.
FIRE CHIEF’S REPORT: Thomas Williams
- Motion by Moore, second by Randles to pay All American in the amount of $6,626.45 for repairs to 4 Guys E553 as emailed, plus pump test. Motion carried 3-0.
- Motion by Randles, second by Moore to pay DNR Septic and Service LLC in the amount of $67,529.32 for new septic system. Motion carried 3-0. Fire $28,584.83 Road $38,944.49
EXECUTIVE SESSION
Motion by Moore, second by Randles to enter into Executive Session under 121.22 for the purpose of discussing employment and retirement. Motion carried 3-0.

RESOLUTION #13-26
To approve the resolution hiring and establishing the terms and conditions of re-employment for the Bloom Township Fire Chief. The Chair adjourned the meeting.
