BLOOM TOWNSHIP BOARD OF TRUSTEES MEETING MINUTES 08-26-26

CALL TO ORDER

The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were Fiscal Officer Nicole Jurgensmier, Administrator Anne Cyphert, Fire Chief Thomas Williams, and Road Department Supervisor Kyle Uhl and interested citizens. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world.

PUBLIC COMMENT AND PRESENTATIONS

• Krista Fox, 4525 Sitterley Road: Concerned about Grid Growth and other environmental issues.
• Angela Brunney, property owner on Sitterley Road, resident of Lancaster: Repeated her previous concerns about Grid Growth.

FISCAL OFFICE REPORT: Nicole Jurgensmier

• Motion by Randles, second by Moore to receive and file the minutes of the 8/12/26 meeting. Motion carried 3-0.
• Motion by Moore, second by Randles to approve payments in the amount of $40,972.65 and electronic payments in the amount of $8,193.74. Motion carried 3-0.

ADMINISTRATOR’S REPORT: Anne Cyphert

• Update on Grid Growth: She distributed copies of recent information she received from Grid Growth. While the Township is very concerned on behalf of our residents, it is important to note that the township zoning bears no jurisdiction on public utilities. We will continue to advocate on behalf of our residents and will seek legal advice on our rights regarding this project. She will attend the Open House on 10/1/26.
• Land Use Plan amendments were made per suggestions of the Trustees. She presented the document with the changes to the Board. We will vote on acceptance at the 9/11/26 meeting.
• Report on an educational event she participated in on Labor and Employment Law last week: Topics covered involved gender discrimination, age discrimination, disability discrimination, and reverse discrimination.
• Meeting on HB 96: Meeting will take place tomorrow with all 3 Department Supervisors, Fiscal Officer, and Office Manager.
• Fairfield County Economic Development and a Commissioner are coming to the October 14th meeting to talk about the County Land Use Plan and economic agreements available to the Township.
• Update on meeting with Acrisure on Health Insurance Renewal: Meeting was held last week. She anticipates the renewal rate to be presented to us in early October. We will maintain our membership with Lancaster Fairfield County Chamber of Commerce for the rate reduction.
• Letter from Hocking Township residents regarding environmental concerns was forwarded to the Trustees’ emails.
• Anne will be out next week and will return September 9th. In order to keep from getting too far behind while gone, she will spend some of the time working and will check emails.
• Public Hearing with County Commissioners September 22nd at 2:15pm in Lancaster regarding 4605 Sitterley Road.

FIRE DEPARTMENT REPORT: Thomas Williams

 Motion by Randles, second by Moore to approve payments for the following: (all one motion)  Midwest Towing and Recovery LLC in the amount of $9,303.24 for M551 turbo and oil pan repairs  HandTevy in the amount of $1,987.26 for annual HandTevy pediatric treatment supplies, software and support and updates  Stryker in the amount of $6,480.01 for annual maintenance agreement for equipment - Cots, Stair Chairs, and Power Loads  Municipal Emergency Services (MES) in the amount of $18,770.00 for annual full-time turnout gear order as budgeted  Superior Uniforms in the amount of $1,338.68 for full time and part-time uniforms and patches Motion carried 3-0.

ROAD DEPARTMENT REPORT: Kyle Uhl

• Storm Update: Several culverts, downed trees and limbs were addressed by the Road Department.
• Discussion on Culvert Issue on Sitterley Rd.
• Motion by Moore, second by Randles to request the Fairfield County Engineer's Office to conduct a speed study on all of Sitterley Rd. Motion carried 3-0.
• Motion by Randles, second by Moore to enter into Executive Session under ORC 121.22 to discuss retirement. Motion carried 3-0. The next meeting will be held on 9/11/26 at 12 noon at 8490 Lithopolis Road. The Township will provide pizzas. The chair adjourned the meeting.
