BLOOM TOWNSHIP BOARD OF TRUSTEES MEETING MINUTES 09-11-2026

CALL TO ORDER

The meeting was called to order by Jason Smith, Chair. Members present were Trustees Carol Moore, Brian Randles, and Jason Smith. Also present were FO Nicole Jurgensmier, Administrator Anne Cyphert, Fire Chief Thomas Williams, and Road Department Supervisor Kyle Uhl. Interested citizens also attended the meeting. The pledge of allegiance was recited followed by a moment of silence in honor of our military serving around the world.

PUBLIC COMMENT AND PRESENTATIONS

• McCray Wooten, Fairfield County Health Department: Inquiry regarding discharge of septic at 1170 E Slate Ridge Drive. The homeowner has a failing septic system and they want to replace it by discharging it into the ditch, which is in our right-of-way. The Trustees objected to the proposal. Wooten will explore other alternatives.

FISCAL OFFICE REPORT: Nicole Jurgensmier

• Motion by Randles, second by Moore to receive and file the minutes of the 8/26/26 meeting. Motion carried 3-0.
• Motion by Moore, second by Randles to approve payments in the amount of $116,151.89 and electronic payments in the amount of $294,657.24. Motion carried 3-0.
• Motion by Randles, second by Moore to transfer $5,257 from 1000-110-311-0000 Accounting & Legal Fees to 1000-110-381-0000 Property Insurance Premiums for the annual OTARMA renewal. Motion carried 3-0.

TRUSTEE REPORTS

Carol Moore: Requested we contact the Prosecutor’s Office for guidance in adopting a resolution establishing a 12-month moratorium on the Construction, Permitting or Operation of Carbon Capture Injection Wells within Bloom Township. Cyphert will work with the Prosecutor’s Office.

FIRE CHIEF’S REPORT: Thomas Williams

• Motion by Moore, second by Randles to accept the resignation of Part-time FF/EMT-P Leo DeMastry effective August 20, 2026. Motion carried 3-0.

ADMINISTRATOR’S REPORT: Anne Cyphert

• Time to apply for OPWC Grants. The deadline for submittals is rapidly approaching. If our township has a project in mind that would be great for an OPWC Grant, please contact either Eric McCrady or Bill Maravy by Friday, September 11th with the project details.
• Grid Growth Open House and Resolution of Opposition: The issue has been forwarded to legal counsel. She has been in communication with the Village of Lithopolis to join forces in formal opposition. Mayor Sandine and his council would like a joint meeting with us on September 23rd at 6pm at the Bloom Township Hall, 8490 Lithopolis Road. Anne has also reached out to the Fairfield County Township Association to see if all of the Townships in the county can get together to formally oppose this project. Anne would like to send out a Savvy Citizen alert today regarding our position on the Grid Growth Project. All agreed.

Bloom Township Comprehensive Plan Resolution #15-26

Whereas, the Bloom Township, Fairfield County, Ohio Board of Trustees, has engaged in the professional services of Planning Next Consultants and Mid-Ohio Regional Planning Commission to prepare a Master Plan for the future use, development, and preservation of lands within Bloom Township;

Whereas, the Planning Next, with assistance from the Board of Trustees and Bloom Township Administrator hosted public engagement events and activities to garner feedback from members on their wants and needs in their home community;

Whereas, the Master Plan consists of research and analyses dealing with land use, demographics, corridor development, transportation, commercial corridors, residential developments, environmental preservation with a goal of keeping Bloom Township Rural;

Whereas, input was received in the form of open houses, a Stakeholders Committee, a Steering Committee in the development of the Comprehensive Plan based on its review and consideration of alternative land uses and goals and objectives for future development;

Whereas, the Board of Trustees will review the Comprehensive Plan in the event updates or amendments are needed periodically and kept on file in the Administrative Office;

Be it Therefore Resolved: To recommend adoption of the Master Plan to the Township Board of Trustees effective September 11, 2026;

Resolution adopted 3-0.

• The Office Manager is continuing to work on quotes for internet service.

ROAD DEPT REPORT: Kyle Uhl

• Discussion on OPWC pipes on Ohio Northern and Jefferson Road. Uhl applied for grants to fund this project.
• Discussion with County Water and Soil Conservation regarding cattails at Fairfield Farms. Bloom Township can take care of the cattails in our right-of-way and Soil and Water Conservation can address what is not in our right-of-way. A representative from Soil and Water will be invited to a future meeting to discuss the project.
